The Co-ordinated Research and Environmental Surveillance Programme relevant to sea disposal of radioactive waste (CRESP) was created in 1981 in the framework of the 1977 Decision of the OECD Council establishing a Multilateral Consultation and Surveillance Mechanism for Sea Dumping of Radioactive Waste. CRESP was essentially a scientific research programme. Its main objective was to increase the knowledge of processes controlling the transfer of radionuclides in the marine environment, so that safety assessments could be based on more accurate and comprehensive scientific data. From 1986, in response to a request from the Paris Commission, CRESP also considered the scientific aspects of coastal release.
